For me the easiest way to open the black cover is grab one side with my thumb and the other side with my index or middle finger, slide them down to the bottom of the box and squeeze on both sides and it will pull off. It takes a little pressure to squeeze the tabs in to release them. If its not the passing lamps Do the same with the head lamp and tail light. Example take the tail light bulb out, if you blow the fuse it's at the head lamp either a bad bulb or a short some where. Take the head lamp out, if you still blow the fuse it's a wiring issue.
