They are external services made for the switch so you can download and install directly to the hardware. So sadly, shops will not be the solution for your PC downloading issues. I think the shops source their files from google drive folders, using some scripts to prevent quota issues. Not sure though. Still, there are plenty of other sources to ...

Simply uninstalling Tinfoil and reinstalling didn't work, but I ended up deleting the entire Tinfoil folder and starting with a fresh download of Tinfoil from their website.
